      "Clay county was created on April 1, 1825 and was formed from Owen, Putnam, Vigo and Sullivan counties. . . . The county's earliest settlement preceded its formation by almost a decade. David Thomas came to the area in 1818 and was followed soon after by Samuel Rizley. The majority of Clay County's settlement activity centered along the Eel River which flows through the central part of the county. It was near this river that the community of Bowling Green was established. Named the county seat following Clay County's organization, Bowling Green was the only community in the county founded before 1830."

      "Chapter IV. Early Settlements and Pioneer Notes.

      . . . It is generally conceded that to David Thomas belongs the honor of having made the original settlement on Eel River, on the bluff on which his son, James P. Thomas, lived up to the time of his death. . . . As nearly as can be ascertained, he came there in the fall of 1818. Two years prior to that time, Mr. Thomas came to White River, near the site of Spencer, and was also the first white man to settle within the bounds of Owen County."

      As directed by the act of organization, the commissioners appointed to locate the [Clay] County seat met at the house of David Thomas on Eel River, the second Monday in May 1825. . . ."

      The first ferry on the Eel River was established by David Thomas, near Bowling Green, before the date of the organization of the county, and operated, with but temporary suspension, for practically a half century."
